Study on Damage to Roads and Houses

In June 2018 community members from Olianytsa, Zaozerne, and Kleban villages in Vinnitska region, Ukraine (the Complainants) filed a Complaint to the accountability offices of the International Finance Corporation (IFC) and the European Bank for Reconstruction and Development (EBRD) to address issues including damage to roads and houses, as well as safety concerns related to heavy vehicles driving on damaged roadways, speeding, and overall increase in road use, that are impacting their lives as the result of business operations of Mironovskiy Hleboprodukt (MHP, or the Company). The IFC’s Compliance Advisor Ombudsman (CAO) and the EBRD’s Project Complaint Mechanism (PCM) have initiated a voluntary joint dialogue process between the complainants and the company to answer the complainants’ questions and address their concerns.

Parties to the dialogue process invite interested and qualified teams of experts to submit Expressions of Interest to undertake a study on damage to roads and houses.

Those interested candidates with experience in executing similar studies are invited to submit Expression of Interest documents to Roman Koval <roman DOT ipcg AT gmail.com> prior to 05:00pm EEST, on October 31, 2019. This call for Expressions of Interest from potential candidates makes no representation or promise in relation to procuring work from a candidate or candidates. Hence, candidate proposals should not be compiled with onerous expense or work. The Parties will not be responsible for any costs associated with preparing and submitting an Expression of Interest.

Proposal Document

The Expression of Interest should include a succinct scope of work, methodology and descriptions of Team members, with summary CVs, and a proposed budget as described in the Terms of Reference below. It should be submitted in two languages – Ukrainian and English. The proposal can also include ‘value added’ suggestions that have not been outlined in the Terms of Reference. Proposals should be no longer than 10 pages. From submitted Expressions of Interest, Parties will select a short list of finalist candidates to present their proposals in-person or via video conference, from which a final selection will be made.

The experts should have no past direct involvement in any design, development or implementation of any work for MHP, CEE Bankwatch Network, Centre for ecological initiatives «EcoAction», National Ecological Centre of Ukraine NGO, nor has otherwise worked for them, nor taken clear positions on any of MHP’s business activities.
