Bangladesh / United Ashuganj-01/Ashuganj
IFC has an active project with United Ashuganj Energy Limited, a subsidiary of United Enterprises & Co. Ltd. The project consists of the development, construction, operation and maintenance of a 195MW combined cycle reciprocating gas engine power plant in Ashuganj, Brahmanbaria, approximately 90 km to the Northeast of Dhaka (the “Project”).
CAO received a complaint filed on behalf of affected residents of the vicinity of the Project, alleging that the Project is causing air and noise pollution and subsequent health issues for residents. The complaint also raises concerns related to the management of hazardous waste.
CAO found the complaint eligible in June 2016, and conducted an assessment to discuss options for addressing the complaint with the relevant parties. During the assessment process, the complainants and the IFC client expressed their willingness to engage in a voluntary dispute resolution process facilitated by CAO.
As a result of CAO’s dispute resolution process, the parties reached an agreement to address the issues of concern raised in the complaint. A joint statement released by the parties is available at the link below, in English and Bangla.
CAO is currently monitoring implementation of the agreement.
Note: A CAO assessment does not entail a judgment on the merits of complaints. Rather, the aim is to listen to people's concerns, understand the different perspectives, and gauge whether it is possible to address the concerns in a collaborative process.
