Costa Rica / Reventazon HPP-01/Siquirres
IFC’s active project consists in the development, construction and operation of a 305.5 MW hydropower generation plant in the Reventazón river basin located in Siquirres, province of Limón, Costa Rica. The project is expected to generate around 1,400 GWh annually once operational. IFC’s commitment is a US$100 million A loan.
The complaint was filed by a group of land owners neighboring the project. The complaint raises concerns related to impacts on biodiversity and the environment, natural habitats, project due diligence, and ultimately whether the environmental impacts were considered appropriately in the project.
CAO found the complaint eligible for further assessment in September 2016 and is in contact with the relevant parties.
CAO has concluded its assessment. Due to lack of agreement between the parties on pursuing a dispute resolution process facilitated by CAO, the complaint has been referred for a compliance appraisal of IFC’s due diligence.
Note: A CAO assessment does not entail a judgment on the merits of complaints. Rather, the aim is to listen to people's concerns, understand the different perspectives, and determine what options are available to address the complaint through CAO's Dispute Resolution and Compliance functions.
