The CAO ombudsman function received a complaint in September 2005. The CAO then triggered an audit of IFC and MIGA social and environmental due diligence, in particular issues surrounding IFC and MIGA's public disclosure of environmental and social documentation.
Background
Both the Orion and CMB projects are being considered by IFC for financing. MIGA is considering a guarantee for the Orion project.
The Orion project is a greenfield eucalyptus kraft pulp mill. The site for the mill is in Fray Bentos, a town in western Uruguay near the Uruguay River and more than 300 kilometers from the capital Montevideo. The CMB project is also a greenfield eucalyptus kraft pulp mill. The site for the CMB mill is in the Rio Negro district in Uruguay, 12 km north of Fray Bentos.
