Issue

On September 7, 2006 the CAO Ombudsman function closed the mediation of the Tbilisi complaint received June 15, 2006 and transferred it to the CAO Compliance function for appraisal.

Background

The CAO Ombudsman received a complaint from a Tbilisi resident regarding land compensation issues. The Project has occupied the complainant's land for pipeline construction since April 2004. The complainant alleges that the amount offered to him by the Project for his land is inadequate. The CAO Ombudsman attempted to facilitate a settlement between the parties, but the Project was unwilling to negotiate further with the complainant. On September 7, 2006, the CAO Ombudsman closed the case and transferred it to the CAO Compliance for appraisal. The last clarifications necessary for the appraisal report were received on December 18, 2006.

CAO Findings

The CAO Compliance determined that the issues do not meet the criteria for an audit. Please see the full appraisal report below.

Current Status
of the Appraisal

The appraisal was completed and published April 17, 2007. Both the appraisal and the complaint are closed.
