Peru - Antamina

Complaint

A complaint was received in May 2005 by a local chapter of a federation of commercial fishermen regarding the Minera Antamina Project’s port facility and its impact on the marine environment. It is the second CAO complaint regarding the port facility. This complaint alleges that the port facilities are negatively impacting the marine environment at Huarmey Bay, and expresses concern that the facility is discharging waste water into the bay and spilling metal concentrate into the bay. The complainant also proposes a bio-monitoring project to evaluate the marine environment around the port facilities that would involve cultivation and analysis of mussel beds.

MIGA has a series of guarantees with the project that were signed in 1999.

Background

Antamina operates an open-pit mine and a milling and ore concentrating facility in the municipality of San Marcos in the Ancash region of Perú, 270 kilometers northeast of Lima. The facility produces copper, zinc, lead, bismuth, silver, and molybdenum. Production at the mine averages 5,000 tons per day of the two primary concentrates, copper and zinc.

 

Concentrates from the mine, located in the municipality of San Marcos in the Andean highlands at 4,000 - 4,300 meters above sea level, are transported through a pipeline that runs underground for more than 302 kilometers, through the Department of Ancash to Punta Lobitos in the Municipality of Huarmey.

At the port, a 271-meter dock uses an enclosed conveyer belt to transport concentrates from the concentrate filtration area and storage facilities to cargo ships. After the water is separated from the concentrate slurry, the mineral concentrates are loaded onto ships and transported to world markets.

CAO Action

In June 2005, CAO appraised and accepted the complaint. During an assessment trip to Huarmey, CAO met with the complainants, Antamina representatives, and members of a local monitoring committee that oversees a data and information operation relating to the port facilities. CAO also met with several Peruvian governmental organizations as well as the MIGA project team for Antamina. An independent hydrologist under contract with CAO conducted a technical review of the marine environment as part of the assessment.

 

Current Status of
the Complaint

The assessment report and technical annex were released on May 12, 2006, and are available below. In the report, CAO recommended that the parties – including the complainants – work together to identify strategies for strengthening the capacity and functioning of the community monitoring committee in Huarmey.


Following release of the report, senior management at Antamina and members of the monitoring committee requested that CAO facilitate a capacity building workshop to address issues related to the port facilities – including strategies for improving information gathering and dissemination, identifying opportunities for strengthening the effectiveness and capacity of the committee, and reaching agreements.

CAO agreed to provide this service, and on July 19 and 20, 2006, convened and facilitated the workshop in Huarmey. The workshop notes – along with CAO recommendations to the participants – are available below.

CAO has closed the complaint.
