The Port of Dakar and Ndayane Port Development Project consists of the operation and modernization of the existing container terminals at the Port of Dakar and the development, operation, and maintenance of a new container terminal at the Port of Ndayane, located approximately 50 km from Dakar, Senegal. The project includes the construction of a new container terminal, common marine infrastructure, related social and administrative facilities, and broader port-area development activities. Under concession agreements with the Port Autonome de Dakar (PAD), DP World Dakar S.A. (DPWD), jointly owned by DP World FZE and the Government of Senegal through PAD, operates the existing container terminals at the Port of Dakar and has the right to develop and operate the new terminal at Ndayane. MIGA provided Non-Honoring of Sovereign Financial Obligation (NHSFO) guarantees to three international banks for non-shareholder loans to the Government of Senegal, refinancing public debt contracted by the Government and PAD to increase the government's shareholding in DPWD.

In April 2026, CAO received a complaint submitted by a community member, residing in Ndayane, Senegal. The complaint raises concerns about environmental and social impacts from the Ndayane port development, including coastal erosion, unannounced access road works, safety risks and impacts associated with laterite excavation works, limited disclosure of environmental and social assessments, uncertainty around displacement, and potential impacts on farmers, cultural sites, and a school.

In December 2024, a similar complaint was filed with British International Investment’s (BII) Reports and Complaints Mechanism.

In July 2026, CAO found the complaint eligible and initiated an assessment.
