CAO 2025 Annual Report

CAO’s 2025 Annual Report marks 25 years of impact in facilitating access to remedy for project-affected communities. It highlights CAO’s performance during fiscal year 2025 (FY25), spanning from July 1, 2024 to June 30, 2025, and showcases its achievements as the independent accountability mechanism for IFC and MIGA, members of the World Bank Group.

Key highlights include: the handling of 63 cases across 26 countries, with a record 18 cases closed, 5 of them through successful dispute resolution agreements; the achievement of zero backlog, with all cases now within CAO Policy timelines; adoption of 88 percent of CAO’s compliance recommendations in IFC Management Action Plans, with 17 percent of project-level actions implemented; and the publication of a new Advisory Note focused on strengthening greenhouse gas mitigation in IFC-financed projects. The report also reflects CAO’s ongoing collaboration with IFC and MIGA to advance their Approach to Remedial Action and IFC’s Approach to Responsible Exit.
