Following the completion of CAO’s FY22–FY25 strategic cycle, CAO undertook a review to update its priorities for the next phase of implementation of the CAO Policy, which came into effect in July 2021. The review of progress, gaps, and stakeholder feedback confirmed that CAO’s five strategic priorities for FY21 are still relevant to fulfilling its mandate. For FY26–FY28, these priorities have been updated to emphasize outcomes and impact. Below is a summary of the priorities:
- Increasing the impact of CAO’s casework, with a focus on outcomes from dispute resolution and compliance processes and improved monitoring and evaluation.
- Fostering institutional change through learning, by strengthening the quality and uptake of CAO’s advisory and knowledge products.
- Strengthening stakeholder engagement to improve outcomes, through clearer communications, improved continuity of care for complainants, and enhanced transparency.
- Enhancing staff capacity and wellbeing, with an emphasis on workforce stability, professional development, and support for staff working on complex cases.
- Improving the way CAO works, by advancing digital transformation, streamlining processes, and strengthening collaboration with IFC, MIGA, and other accountability mechanisms.
These priorities will guide CAO’s work planning and resource allocation through FY28, supported by a monitoring and evaluation framework to track productivity, efficiency, and effectiveness.
