Ibrahim James Pam, a Nigerian national, is an international lawyer, analyst, and investigator with extensive leadership experience in institutional accountability, internal oversight, and investigations involving corruption, financial crimes, human rights abuses, and mass atrocities. In August 2026, he began serving as Acting Director General of the Office of the Compliance Advisor Ombudsman (CAO) for IFC and MIGA, a role he holds concurrently with his position as Chairperson of the World Bank Inspection Panel, on which he has served since January 2023. Previously, he joined the Green Climate Fund in 2016 as the founding Head of its Independent Integrity Unit and later served as Head ad interim of its Independent Redress Mechanism.

Earlier in his career, he held investigative and leadership roles at the International Criminal Court, the African Development Bank, and the United Nations Office of Internal Oversight Services. He also served as Special Legal Assistant to the Nigerian Truth Commission and Chief Legal Officer at Nigeria’s anti-corruption commission, contributing to the development of the African Union Convention on Preventing and Combating Corruption and the United Nations Convention against Corruption. He holds a Bachelor of Laws from the University of Jos and a Master of Science in Criminal Justice Policy from the London School of Economics and Political Science. He is a Barrister and Solicitor of the Supreme Court of Nigeria.
